Please allow me to ask... Did your guy talk to you about options? If you're contemplating getting a replacement neck and converting your '90s MIJ Reissue to four bolt based on that limited advice... I'd suggest finding another luthier.

1) You very well may be able to get a new neck for less than the cost of the work that needs to be done on the Strat. But that's all you're going to get is a new neck. It still has to be finished in one way, shape or form... The frets still need to be leveled, crowned and polished. The fret ends need to be filed and finished... Then... This is possibly the most important... The nut needs to be installed and/or slotted properly depending upon the playing style and feel the player is looking for. Here's the skinny... You can order an inexpensive Mighty Might neck for, like, $90.00... Or... You can order a $700.00 custom neck from folks like Warmoth or USA Custom Guitars... Every guitar neck needs the aforementioned attention to detail and fine tuning if the player is to be truly thrilled with the neck
2)Your luthier should be asking you other questions like... What do you want in the neck? Fret profile? Crown height? Crown width? And he or she should say/ask... "Ya know... Since I'm going to pull the frets and the nut, this would be a good time to talk about neck contour and finish. Is there anything that you're unhappy with?... Oh... You like like the contour of your Les Paul neck? Well... Bring it on over. I can take a profile of you neck and modify the shape of the strat neck to better accommodate you. Better yet... How would you like it if I reshaped the neck to the shape of your hand to better accommodate your playing position and style?... What kind of finish do you like? I do a mean hand varnish of my own formula. If you like hard finishes that's cool too. We can make it super slippery. [::: evil grin :::]"
I could go on and on, Brotherman. Judging strictly by the options made available to you... It sounds like he doesn't want to be 'bothered' by what you NEED. If this is the case, you should 'bother' to give him your hard earned money.
